CAL is far, far from a World Wide Web server. It’s like calling the Time Lord Matrix a Gameboy or The Tardis a scooter. CAL, in Steven Moffat’s own words is HEAVEN. THE BEST afterlife anyone could ever get. That’s what the gifs on the right should note: Moffat has shown what is Hell and Heaven to him. He’s given his beloved River the best HEAVEN anyone could have, the HEAVEN he wants for himself! So CAL is obviously not hell when Moffat wants it for eternity.
